I always hate to come on after my friend from Massachusetts. he is always a tough act to follow. but I think that we are losing our focus a little bit here. Mr. Chairman. what we are saying is that the responsibility for these people is a Federal responsibility and not a State responsibility. I thank the gentleman from Iowa [Mr. TAUKEJ. the gentleman from Wisconsin . the gentleman from Michigan. the gentleman from Connecticut. they made great statements as far as fiscal responsibility. but I am talking about Federal responsibility. It is not the responsibility of the States. The States do not control the immigration policy. we have no control as individual States over what the immigration policy is going to be. and it is simply recognizing the Federal role.
