Mr. Chairman. the gentleman from Kentucky made reference in the earlier part of his remarks that part of this was going to cover the cost of incarceration. Down in south Florida we have a large number of the Marlelitos who came over In 1980. those who were shoved out of Castros Cuba. those who have violated the laws of the State of Florida. many of whom have been found to be legally insane. Are not these people who normally would be deported automatically back to Cuba If Fidel Castro operated under international law and accepted his responsibility of accepting these people back?
