If I could answer the gentleman. that would be probably true if we are talking about. and the gentleman made strong reference to NASA programs. to National Science Foundation programs. to the Bureau of Standards. all these five bills to which they have attached the socalled freeze. and I salute that idea. I salute that. but can the gentleman tell me that there is anything comparable between NASA. the National Science Foundation. and the Bureau of Standards to a refugee program? There is not at all. I would just address the gentleman. last year. as we know. this House by a 300to99 vote passed a bill much like the bill of the gentleman from Kentucky this year. It did not get through the Senate. Accordingly. these programs are funded by a continuing resolution. which does not have the benefits of the thinking that went into last years bill and this years bill. which is why these gentlemen would return to those figures. which are last years appropriations. but those figures are not undergirded by thoughtful consideration of numbers. of the tendency of these refugees to have secondary migration to go to certain States of the Union. nor the fact that we are continuing a very generous refugee program. We will have by most standards a 60.000 to 70.000 person entry in this fiscal year. with the health problems. the language problems. and the jobrelated problems. that demand helpand the gentleman is a leader of the 92 Group. which I salute. thoughtful people. thoughtfully you could vote against this amendment.
