I would say also that the gentleman is correct in saying that if we do not restructure our refugee program generally along these lines in the bill before the House. I do think we tend to exacerbate the welfare tendency. We tend to do what the gentleman from California has always said is almost impossible to do. convert a race of people who are familyoriented. workoriented. and productionoriented. full of industry and initiative. convert them into a dependent group.
