I thank the gentleman from California for yielding time to me on this most important bill. Mr. Chairman. I rise in support of H.R. 1452. the Refugee Assistance Extension Act of 1985. This bill will continue to provide minimal targeted assistance which has been essential to the progress made in south Florida toward alleviating the problems caused in part by Castros forced immigration policies. Under normal circumstances. I would be here today opposing this program as just another unnecessary giveaway program by the Federal Government. Under normal circumstances I would be supporting the position that in this time of budgetary belt tightening. we cannot afford this program.
