I thank the gentleman. and I would like to add. we are not attacking the merits of the purpose for which money is authorized in this bill. We simply are trying to control Federal spending. To do that. there can be no sacred cows. Certainly. the refugees need help. But so do a lot of other people and programs that help those people. The only fair and equitable way to maintain our Federal responsibility is to ensure that that responsibility can be continuedby restricting spending across the board and divvying up what money we have evenly. and in doing that. reducing the burgeoning Federal deficit.
