Chairman. I would urge that the Members of the House be alerted to the fact that when that amendment is proposed. that it be turned down overwhelmingly. If we do not. we might as well be saying that we are tying the hands of the President of the United States. and we might as well call curtains on that portion of the Refugee Act of 1980 that gives the President the right to respond to unforeseen circumstances. Finally. even assuming that some overall ceiling should be set. it would make far more sense to place an overall ceiling on the program. Instead. the gentleman would reduce the authorization levels of selected programs. namely. the Social Services Program. which he cuts by over 25 percent. the Medical Screening Program. which he cuts by over 30 percent. and the reimbursement to States for criminal Justice costs. which he limits to $5.4 million.
