It is no surprise that the administration humanitarian assistance funds can be used for logistical support and equipment. including aircraft. If we are going to have influence in this region of the world. we cannot be taking sides in a civil war and we cannot be making openended commitments to Contra terrorists. I believe that the Hamilton amendment is a fair alternative. It demonstrates humanitarian concern for the refugees this conflict has created. Under the Hamilton amendment. humanitarian aid is provided through the International Committee of the Red Cross or the United Nations and not by an agency of the U.S. Government.
