It amounts to a repudiation of diplomacy. which this country has yet to seriously advocate with regard to Nicaragua. The BarnesHamilton amendment puts diplomacy in the forefront of our efforts to stem the conflict in Nicaragua. It also helps to meet the legitimate needs of many Nicaraguan refugees who have been uprooted and tormented by Contra incursions Into Nicaragua. The BarnesHamilton package is a decent and sensible alternative to military forceit provides the means for a peaceful. regionally based settlement of the Nicaraguan conflict. I urge my colleagues to strongly support it. and to vote against the MichelMcDadeMcCurdy amendment. which promises nothing more than protracted and violent war in Central America.e
