Reports from respected human rights groups such as Americans Watch have informed the world of the Contras brutal treatment of Nicaraguan civilians. They have attacked innocent Nicaraguan civilians. destroyed economically vital crops. and ruined the livelihoods of many noncombatants. Many of the victims of this merciless attack have fled deep into Hondiras to seek refuge in camps being operated by the United Nations High Commission for Refugees and the International Red Cross. As before. the BarnesHamilton proposal would provide these camps with up to $14 million for humanitarian assistance. in the form of food. clothing. and medicine. for Nicaraguan refugees. Some people have expressed concern about the potential diversion of this aid to the Contras. At the least. it is argued.
