I was disappointed that we did not use that vote to signal that the United States favors June 12. 1.985 diplomacy as a solution to the strife in Central America. The House could have sent that signal by approving the BarnesHamilton substitute which would have endorsed the Contradora diplomatic process. and set aside $4 million to assist the implementation of an agreement reached as a result of that process. BarnesHamilton would have also provided up to $14 million In relief aid for Nicaraguans who have fled their country and are now located in refugee camps managed by the International Red Cross and the U.N.
