As the track record shows. my committee and I have supported the intention of giving States greater flexibility and control over their own health service programs by supporting grants. However. we believe this primary care legislation will provide the opportunity for States to make a more gradual and effective transition to manage these programs. Therefore. under this legislation the Federal Government will continue to fund community health centers and migrant health centers within the States. and authorization levels reflect those agreed upon in conference during the last Congress. These funds are essential to assure care for the most medically underserved and needy of our population. Mr.
