I am wedded to the Joint implementation of employment sanctions and .egalization. but I applaud the efforts of my friend. Mr. SIMPSON. to explore alternatives which may assist in breaking the legislative logjam which has prohibited the adoption of immigration reform legislation for over 4 years. I am intrigued. too. by the Simpson bills use of legal presumptions to encourage employers to verify the status of workers. An affirmative defense would attach if verification procedures had been followed by employers. and a presumption of knowledge would apply to employers who hire illegal aliens but who fail to institute verification procedures. In my judgment. the Simpson bill does not go far enough in Its temporary worker provisions. I have consistently said. and my bill.
