I wish to highlight. in particular. his decision to use a "triggered legalization" process. This Is an approach which garnered a unanimous 16vote mandate from the Select Commission on Immigration and Refugee Policy in December 1980. and it was at that time supported by such prominent figures as TED KENNEDY. Father Theodore Hesburgh. and PETER RODINo. chairman of the House Judiciary Committee. Congressman HAMILTON FISH.
