These individuals spend their professional lives in this country and their children and spouses become accustomed over time to the benefits offered by our society. Legislative efforts to grant them permanent residence have been supported by our Government. and by presidents. and former presidents of the World Bank. as well as other affected organizations. I have been an historic supporter of this legislation. and provisions akin to what I am introducing today have been passed by both Houses of Congress as part of the SimpsonMazzoli comprehensive immigration bill. Unfortunately. Congress failed to produce a compromise in either of the past two Congresses and. while I hope the result of congressional deliberations will be different this time around.
