But the problems are so deep and so multiple that they will never be solved until the people in these countries themselves do a number of things in their countries. The gentleman before me mentioned the problem in Ethiopia. We were in refugee camps where a part of that problem is being solved. It is being solved by those people walking to the Sudan border and then being transported. in some cases and some are walking. another 60 miles to refugee camps in Sudan at which place they take some water out of their irrigation ditches. they build some straw huts for them. and they are being fed. I have to compliment the Sudanese government for being willing to take in people when they are so hard up themselves and have so many prob. lems. At the same time. this is not going to be solved Just by providing some more food in here. we are going to have the same problem again for some time.
