Finally. by providing additional funds in the emergency account. AID will not have to borrow from other longterm development and health programs for Africa which are very important in making the progress just described by the gentleman from Massachusetts. Under "refugee assistance." the committee recommended $12.5 million above the administration request. The number of people requiring refugee assistance has increased by about 500.000 people in just the past 6 months. In terms of a comparison with the authorization. we are virtually identical with the authorization bill except for one item. The authorization committee provided $37.5 million for "migration and refugee assistance." including an earmarked fund for ICARA II projects. And we felt that you could not justify proceeding with that full amount for those projects on an emergency supplemental basis. We felt that most of those projects. if they are provided for at all. ought to be provided in the regular appropriation process. We did provide $12.5 million to be used for those projects that are clearly short term and of an emergency nature. We used the other $25 million instead in a manner originally requested by the administration to provide emergency migration and refugee assistance fund support.
