In one outspoken and determined voice. all 435 of us must make it known that human rights and basic freedoms. aspects of life that we all take for granted. must be an integral part of negotiations with the Soviet Union. Perhaps that kind of pressure from our country will put an end to the continuing harassment of Hebrew teachers. the threats against refuseniks and the extreme antiSemitism that is permeating the Soviet Union today. The Congressional Coalition will ensure that our commitment to freedom of religious and cultural expression and the right to emigrate remain fundamental to a meaningful United StatesSoviet dialog. We have a responsibility to these people. As Pope Plus XII once said. "The American people have a genius for splendid and unselfish action. and into the hands of America.
