Mr. Speaker. I thank the distinguished Congressman from Maryland [Mr. HOYERJ. for yielding and commend him for coordinating todays special order in support of the spirit and defiance of Soviet Jews seeking emigration and justice at home even in the face of persecution. I would also like to extend my appreciation to all of our colleagues who have proposed time to address this important issue. I want to particularly thank all those associated with the AntiDefamation League who helped me realize the feelings of a struggling. new nation. Article I of the Constitution of our great Nation states thatCongress shall make no law respecting an establishment of religion. or prohibiting the free exercise thereof. or abridging the freedom of speech. or of the press. or the right of the people peaceably to assemble. and to petition the Government for a redress of grievances.
