U.S. High Commissioner for Refugees. and may be said to be a statement of world opinion. or more to the point. the opinion of that portion of the world that does not drive its inhabitants to the desperate efforts of escape such as these we have witnessed from totalitarian Vietnam for a decade now. It is in order that the United States do so as well. Were we not in the closing hours of the 98th Congress.
