Mr. Speaker. further proceeding under my reservation of objection. I might say that I support the enactment of this legislation. I further support the amendment that the gentleman has brought to our attention. This amendment will delete a provision of the Immigration and Nationality Act which permits Governors of the Canal Zone and outlying possessions to issue immigrant and nonimmigrant visas under our immigration laws. This is an unusual and unwise practice. The purpose of this amendment is to bring it back into conformance with what exists throughout the rest of the world. I support this. Our side of the aisle supports it.
