Mr. Speaker. I would just like to say that I am very much in favor of the passage of the Senate concurrent resolution. indeed the House passed resolutions similar to this before. but there is no harm in my mind in repeating the observation that the Soviet Union has engaged in repetitious acts of human rights violations. particularly with respect to their policy discouraging the free emigration of individuals from the Soviet Union. As my colleague from New York has indicated before. the number of emigrants has drastically reduced from round 50.000. if my recollection is correct. 4 or 5 years ago to less than 1.000 today. No one here believes. no one in the United States believes. no one in the free world believes. Mr.
