Further. many are harassed. assaulted. and arbitrarily imprisoned. All are denied any semblance of religious freedom or cultural expression. As chairman of the Subcomittee on Human Rights and International Organizations. I have been closely monitoring this serious situation and actively working for appropriate redress. It is critical that the emigration picture be brightened. Tens of thousands of Jewish individuals in the Soviet Union wish to leave. They are virtual or even actual prisoners. The harassment must cease. They must be treated humanely. and permitted to emigrate. Mr. Speaker. I urge the adoption of Senate Concurrent Resolution 11. It represents an important step in helping many who suffer the horrible injustices of Soviet repression.
