I. too. want to indicate to the Members that what we have before us are a series of bills in the health field and are compromises. accommodations brought together by the diligent work of the majority and the minority. both in the House and in the other body. I think they represent a great deal of progress in answering the very real health needs of the American people. This particular item of legislation would reauthorize and revise the health professions educational programs in titles VII and VIII of the Public Health Service Act. and reauthorize and revise the community health centers and migrant health centers programs. as well as the National Health Service Corps and the Health Maintenance Organization Programs also under the Public Health Service Act. Title I of the bill reauthorizes programs in title VII of the Public Health Service Act that assist disadvantaged. lowincome. and other students who can no longer afford the high costs of education to become doctors. dentists. public health workers. and other health professionals. These programs also create opportunities for physicians to become primary care practitioners instead of subspecialists and address severe national shortages in public health. preventive medicine. and health administration.
