The United States needs to do more in this regard but we cannot do it alone. There must be a good faith effort by both sides to start afresh in our common effort to secure a nuclear arms accord and greater stability in superpower relations. It is in that context that I join so many colleagues in the House to once again appeal to Soviet authorities to reconsider their human rights policies and open emigration gates to the Jewish community.
