Speaker. as the 98th Congress draws to a close we look back over a bleak 2year period for the Jewish community in the Soviet Union. During this period. Members of this body have taken the floor many times to appeal to Soviet authorities to relax their restrictive human rights policies. Yet. as we know all too well. emigration rates have tumbled to nearly negligible levels and antiSemitism has increased alarmingly. Religious and cultural freedom have been curtailed and members of the Jewish community have been arrested. imprisoned. and harassed or otherwise intimidated. becoming in effect a captive people within Soviet borders. Some individuals. like Ida Nudel and Anatoly Shcharansky. have become worldrenowned for their personal sacrifice and courage of conviction.
