Mr. President. on Thursday. August 9. the New York Times ran an article by Robert Pear discussing a precedentsetting amendment to the House version of the SimpsonMazzoli immigration reform bill. That amendment. offered by Representative BARNEY FRANK. creates an entirely new enforcement unit within the Department of Justice to investigate an entirely new form of discriminationdiscrimination based on alienage. The Chamber of Commerce of the United States and many other members of the business community have voiced serious reservations and opposition to the Frank amendment. which: Creates a special counsel to pursue such claims of discrimination.
