Mr. Speaker. I rise today as I did last year. to add my voice to the "Congressional Call to Conscience Vigil for Soviet Jews." I am participating in this vigil to continue to focus attention on the tragic plight of nearly 500.000 Soviet Jews who have been refused the right to emigrate from the Soviet Union. One of these refuseniks is Josef Begun. a Soviet Jewish activist charged and sentenced earlier this year to a forcedlabor camp for attempting to teach Hebrew. When Mr. Beguns case was first brought to my attention by children attending the school at Congregation Mshkan Israel in Hamden.
