Mr. Chairman. on another subject. not the subject that the gentleman from Illinois is going to discuss. but for purposes of clarifying the record. I would like to address my good friend and colleague from Texas. on immigration education. In fact. there is a good deal of controversy over Immigrant education. I support immigrant education as does the gentleman from El Paso. But the President of the United States signed that appropriation into law. appropriated the funds and expended the money on May 16 together with the support of the senior Senator from the State of Texas. and a number of others who are closely allied with the administration. It was the President who in fact expended the funds.
