PmRmns. Mr. Chairman. in the legislation which passed the Congress last year. and became law. and in this legislation we discuss today. there is a section which deals with the estimation of the number of immigrant students a State education agency counts in its local education agencies. or school districts. In section 706(c) (1) and (2). the bill states that "Determinations by the Secretary under this section for any period with respect to the number of immigrant children shall be made on the basis of data or estimates provided � by each State educational agency * " and that "No such determination with respect to the number of immigrant children shall operate because of an underestimate or overestimate to deprive any State educational agency of its entitlements * * *." My question. Mr. Chairman. is whether this section is to be interpreted to mean that State education agencies will be allowed to revise those applications with incorrect estimations. and will not be denied aidespecially in light of the forthcoming deadline which might cause inadequate preparation of information because of the complexity of the regulations?
