However. the Supreme Courts ruling in the case of the Immigration and Naturalization Service against Chadha. has placed the Districts City Councils power to issue bondsformerly subject to congressional vetoin legal limbo. Legislation correcting this problem is now pending before the other body. However. the provision as it now appears in the bill. constitutes legislation in an appropriation measure and a waiver of clause 2. rule XXI is necessary.
