Additionally. some 35.000 were removed from public assistance. 30.000 obtained drivers licenses. and 25.000 registered to vote for the first time. Despite these. successes. the United States remains confronted by an increasing population of functionally illiterate adults. Tragically. close to 1 million teenagers drop out of high school every year. At the same time. record numbers of refugees and immigrants with little or no facility with the English language are entering the United States. The job training and continuing education programs currently available mean little to a person who cannot read or write. Recent estimates report that the annual cost to the Federal Government in the form of welfare programs and unemployment compensation is over $6 billion.
