I think that it is time that we finally discussed not just the appropriation and the increase of personnel that is sought in this legislation. but the real problem confronting this Nation because of what this administration has done and has failed to do. And I do not think it is right for us to remain silent on this subject. This administration had proposed a consolidation of Customs and the Immigration and Naturalization Services they are two separate and distinct agencies. one under Treasury and one under- Justice. And in proposing that merger they have frozen positions for customs. We indeed have so many fewer customs personnel working along our borders enforcing our laws that they themselves are placed at risk.
