I firmly support the action of the committee which added $65 million. rejected the proposal to RIF. yes RIF. nearly 1.000 customs personnel. added 650 additional positions. and directed the Service to fill the authorized positions which are currently vacant. Additionally. I proposed language in the report to put in place proven procedures and equipment to assist customs in meeting the projected workload increase in future years. The committee report notes that the administration is proposing to consolidate certain primary functions of the Customs Service and the Immigration and Naturalization Service. We have directed that that consolidation not proceed until Congress has reviewed and approved the plan. When the budget was submitted to the Congress last February the committee noted that funding for support of the Customs Air Interdiction Program had been slashed.
