Chairman. the gentleman from California has withdrawn amendment No. 66. If he had offered it. I would have opposed it. It would have substituted block grants for Federal reimbursement for the costs of legalization. Immigration decisions are made at the Federal level. The financial ramifications of those decisions cannot in good conscience be passed to State and local governments who are suffering their own budgetary difficulties in this troubled economy. Because cost projections for legalization are based on conflicting data and varying assumptions. none of which have been validated. there simply is no way of predicting what costs will incur from the legalization program.
