Chairman. I could not agree more with what the gentleman has said. The gentleman from Iowa . has just been an outstanding leader for the proposition that the Immigration and Naturalization Service needs adequate money. He has labored. and my friend from Illinois the ranking minority member. the same way. labored mightily to bring forth a bill which had $20 million for the recommendations of this subcommittee by way of authorization only to see the ignominy of a 4percent acrosstheboard cut which not only does not have the $20 million now but now we are even below the original recommendation. So I agree 100 percent. if we are going to do something we have to pay the bill.
