And each and every time. with all respect to my friend. those amendments were voted down. They were voted down because the committee essentially felt that a balanced approach included legalization. I would implore my friends in the House to defeat the gentlemans amendment and vote for the proposition of legalization as a component part of the bill. It is practical. We cannot root the people out. and we should not. It is proper because it fits into the scope of immigration law. It is moral. and believe me. there is a moral dimension to this problem. This is a very important moral area.
