Mr. Chairman. the gentleman from California himself correctly said before that this legalization is unlike anything we have ever contemplated. I reject the analogy to the Attorney Generals suspension of deportation. It is meant to be a casebycase. individual thing. I do not think it is analogous. I understand the gentleman wants some kind of statement of commitment to the community. These are people who have been here for several years. The legalization process itself takes some time. The gentleman and I both agree that legalization is not to be automatic. there is to be some showing of concern. I think that with a period that will be about 3 years. as the gentleman from Michigan pointed out. before it even starts that we can get that kind of showing.
