We have had a very grueling week and I am sure that we have lived up to the reputation of a body that is worthy of representing the people we all represent. 0l 1210 But I especially want to salute the gentleman in the well as the captain of this team over the years. having labored over a matter which I consider very close and dear to my heart because it had its genesis back 13 years ago when I was chairman of the Subcommittee on Immigration. I had hoped this day would come. notwithstanding the fact that the House had wisely enacted the employer sanctions provision on two separate occasions. The other body did not act.
