I think. a bill that we will all be very proud of. I would like to take this opportunity to second what the gentleman just said about the legalization being an essential part of this bill. It goes back in its genesis to the Select Commission on Immigration and Refugee Policy chaired by Father Hesburgh. which Chairman RODINO served on and I served on. a bipartisan commission. When it came to deciding to come down on various issues the vote was 16tonothing in favor of legalization. We examined other alternatives and decided that for those people who had been in this country long enough to build up equities. that this was the only possible humane responsethat rounding up millions of people. many of whom have Americanborn children. is simply not an option.
