President. many of us in the Senate and the House will participate today in a midday prayer vigil on the west front of the Capitol. We are fasting from dawn until dusk to highlight the plight of Soviet Jews. Today has been chosen for the date of this event because it marks the 14th anniversary of the notorious Leningrad trial. By remembering that trial. we hope to call world attention to the plight of Soviet Jews. especially the dismal emigration rates from the U.S.S.R. We will be honored to have losef Mendelevich join us at the prayer vigil today. Mr.
