Mr. Chairman. I rise in support of the amendment offered by our colleague. the gentleman from California . to strike out the imposition of criminal penalties and civil fines on employers who knowingly hire undocumented workers. Because I strongly believe in civil rights for all Americans. and because I believe all people should be treated with dignity and respect. I am compelled to express my intense opposition to employer sanctions. I recognize and understand what H.R. 1510 attempts to accomplish in proposing employer sanctions. It is hoped that by deterring employers from hiring undocumented workers. the incentives for illegal entry into this country will decrease. However. the ultimate implications of these sanctions is far greater and far more alarming. The specific procedures set forth in H.R. 1510 would encourage employers everywhere to discriminate against individuals solely on the basis of their accent or their appearance.
