It is a kind of a phased approach. This approach is that you certainly do not let the employers. who are doing this. continue to be able to do it. You make them pay the price by enforcing the labor laws that are there and you make sure that you take the profit out of their hiring illegal aliens. If we do that a while and you find out that does not work. then you move to the next step. But I must say if I were an employer in this country I would be a little resentful that because there are a few bad guys everybody has to pay the penalty of keeping all these records. keeping all this paperwork and being made enforcers.
