Mr. Chairman. what the gentleman does is. not only is he dealing with the situation as he directs the crux of his amendment to the undocumented. but the fall out will be that if we enforce OSHA. if we enforce Wage and Hour. and if we enforce IRS and social security. he will be doing a great benefit to citizen workers by cleaning up the sweatshops that abound apparently. although I have not seen them. around Los Angeles and many of the other urban areas of the country. I think the gentleman has a twofold purpose here. and his amendment should be supported. It is a shame that we have to say that we are going to have to apparently push OSHA and the Wage and Hour people that. either for lack of money or personnel. have not done a good job. I do not know whether they have or not. but judging from the testimony of my colleague. the gentleman from California . they have not in that area.
