My colleagues. let me just pursue a line of thought that I started a while ago. The reason I took this unanimous consent request was because it does not pertain to any particular amendment. but rather my remarks will go to the entire bill. It seems that the centerpiece of this bill is employer sanctions. that by punishing a prospective employer you will stem the tide of illegal immigrants into this country. Let me. furthermore. state what my colleague from Texas has been saying on this floor. that this is not strictly a Hispanic issue but rather an issue that affects people from all over the world who happen to be in this country illegally. Now. my contention is that unless there is something in this bill that will deter illegals or people coming into this country illegally. we are going to continue to have them.
