Let us talk about sanctions for a minute in their criminal form. As I said in the debate on the rule. in my judgment there will be no more effective way to kill this bill than to delete any of the sanctions. and particularly the criminal sanctions contained in the bill. We need tough. strict. and I want to appeal to my colleagues. expensive sanctions for those who. from a business entity point of view. deal with the trafficking of illegals or undocumenteds and bringing them into this country to our work force. On page 10 of the bill. we provide for a $1.000 civil penalty if someone has not violated the law prior to that time. We go a step further and provide. in one or more instances. an additional civil penalty. if they break the law again. of a $2.000 fine.
