Session #98 · 1983–85

Speech #980211921

Moreover. employer sanctions that are enacted because of the actions of a few may punish those employers who seek in good faith to meet the requirements of the law. Many employers. such as farmers and small businessmen and women. are already struggling through difficult economic times. These sanctions are not solutions but added hardships for both the employee and employer. Employer sanctions do not significantly curtail undocumented immigration. But they may well cause increased discrimination against minorities who have a different accent. language. or appearance. Employers who want to discriminate against minorities will have a legitimate reason for doing so.
