I think what has been explained here is a distinct possibility and one that cannot be overlooked as a loophole that we are creating in this measure. But very briefly. we are told that only 5 percent of our Nations work force is employed by employers of three or fewer. We have a work force in excess of 100 million. so that 5 percent would just about equal or exceed the number of undocumented workers who will be seeking employment in the United States. and I do not think we want to leave our labors this week having created job opportunities for undocumented workers. This proposed exemption would create such a loophole for all undocumented workers to take advantage of. The employer sanctions came out of our Select Committee on Immigration and Refugee Policy as the most efficient enforcement tool. It is aimed at removing the magnet that brings people here. the opportunity for employment. I fear that by making this exception we would be creating just such an opportunity for employment that all undocumented workers would quickly steer to. and that would destroy the effectiveness of the program. Mr. Chairman.
