But then some of us are arguing well. no. these sanctions are liable to cause some people to behave like human beings and try to avoid the sanctions. Well. what do we do about that? Why do we not make the sanctions reasonable enough to live with so that there are left opportunities for employment available to all people. maybe not in the particular places where. historically. illegal aliens have been particularly able to find jobs but let us remember that most of the employers in this country are not concerned day by day about whether people who are coming to them for employment are illegal aliens or not. Most employers just are not even aware that the problem is liable to come into their own bailiwick. their own backyard. There are particular places in the United States where the problem is concentrated. and I do not mean to say we ought to target all of our enforcement efforts on particular industries or agriculture in particular areas.
