My colleague. BILL GOODLING. offered an amendment to the Judiciary bill to provide for assistance to school districts charged with the responsibility of educating eligible legalized aliens. The amendment recognizes a limited Federal responsibility and merely conforms the Federal educational assistance program in this act to the program structure designed by the Refugees Education Assistance Act of 1980. It is a good amendment. it makes sense. it was adopted unanimously in committee. and I think the House ought to accept this amendment. Mr. Chairman. it has been said that the present administration had to swallow hard to accept the concepts of employer sanctions and amnesty or legalization. I. too. have difficulty with those concepts standing alone. When the concepts of the Mazzoli bill are combined. they make sense in trying to control our illegal and legal immigration problems. I urge my colleagues to work diligently so that the bill can pass and we can start on closing the back door to be able to keep the front door open.
